Re: Support for Jonathan Bishop Appointment to the State Water Resources Control Board

Dear Ms. Diringer:

On behalf of Heal the Bay, we are again writing this letter of recommendation to support Jonathan Bishop appointment to the California State Water Resources Control Board.

Jonathan Bishop has spent the last 24 years protecting the water quality in California. Jonathan has the distinction of serving as the Executive Officer for the Los Angeles Regional Water Quality Control Board and as Chief Deputy Director at the State Water Resources Control Board. Jonathan is a well- respected water quality engineer. His hands on experience at the Regional Board along with his policy experience at the State Board would be invaluable on the Board. While the environmental community has not always agreed with Jonathan's policy recommendations to the Los Angeles Regional Water Board as Executive Officer, we have always found Jonathan approaches to be well-reasoned.

Over the years Jonathan has been directly responsible for some of the most important policies and programs to protect and restore states waters, including;

  • State wide policy to promote the use of recycled water
  • Development of the most productive Total Maximum Daily Load (TMDL) program in the state
  • Development of the first urban trash TMDL in the nation
  • Development of a bacteria TMDL and program for implementation for Santa Monica Bay beaches which has resulted in protecting millions of beach goers
  • Development and management of a program to identify and cleanup the sources of toxic contaminates impacting water supply wells in San Gabriel and San Fernando Valleys.

We unreservedly support his appointment as a Member of the State Water Resources Control Board. We have no doubt that he will serve the people of California and their commitment to environmental protection with distinction if appointed.
