Frances has served on the Water Board since March 1, 2007, and during that time she has worked well with environmental organizations and other stakeholders to address water quality, water supply, and energy/climate issues. Products from her efforts include a recently-adopted state water recycling policy, an enhanced role for the Water Board in developing a 20x2020 plan for reducing statewide urban water use, improved collaboration with the Ocean Protection Council, a functioning Water Climate Action Team, and a constructive focus on addressing Bay-Delta issues.
